AAHHHH! WOW!. I'm no decal expert but I think your gonna have to go see Hotwheelsbob, for this bro, yeah, you know what I'm saying, strip, an rip, he does make some of the best decals out there tho....
Unless, you pinhole the bubbles, and use some setting solution, that might work, it might not, yea my ideas suc, but I'm trying, only 2 things I can think of....

It could also be something in the decal, maybe even the underside, what may remain from the paper backing it was attached to. Who is gonna test each models decals for reactivity to paint? Mostly, we all just put 'em on and hope and most of the time it works. Sorry about your luck, but it's a good lesson for us to be careful.

Been through this decal nightmare more than a couple times. This is how I make sure it doesnt happen. I use an airbrush to apply my clear coat\s. Really light first coat especially around the edges of all decals. 2nd coat a bit heavier but still a light dust coat. After at least 30 mins. then you can start with wet coats, usually 2 is what I go for, to get a good coat but not enough to bury body detail etc... Once dry if its perfect dont touch it, if its orange peely I'll sand with 800 or 1000 grit wet, then apply a final wet coat of clear. Havent had to strip a car in a while, so hope this works for you.
